Levy is playing hardball, knowing at present its only bayern putting in offers,he will drag it out til they offer more . Why not include a player or two on top of the existing offer? My guess is Levy is not negotiating but standing firm on his valuation and wants all cash. If this falls through, Kane will never sign another contract with Spurs. Levy may be winning in the short term but if Kane walks next year Levy will look like a fool for turning down BM this summer.
